In this reply the old-fashioned words of the KJV have been modernised, and in some instances, the man-made punctuation has been altered for greater understanding.  Some of the comments are adapted from books in my library.  No recognition is given because they are not intended as authorities, but are used because they express my understanding clearly.  All the ideas expressed in this article, right or wrong, are my own.   


The query:

Why, when there are two “beasts” in Revelation 13, and one of them makes a “copy (image)” of the other, do we not see that there are then three of them?  

 The original, the second and then the copy? 

 They are the “has been” [now in the past], an “ineffective” one [right now], and the real exposed one [of the future].

The answer:

When we look carefully at the chapter which presents these two beasts we see the first beast with seven heads, and a second without that description, although it has two nubs of horns so there must have been at least one head.  

The absence of the heads and crowns is because the second beast is a symbol of the whole seven-headed beast.  It begins “in the wilderness” and at first has little or no power over the nations.  When it does get the power this is shown by the crowns on the horns as in Revelation 13:1, for it has morphed into the copy of the first beast.

So we need to go back to the beginning of the chapter and re-read those verses in the light of the new understanding!! 

But first:

Revelation 13:

1 And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy .  .  .

11 And I beheld another beast coming up out of the earth [a solitary area]; and he had two horns like a lamb, and [yet] he spoke as a dragon. 12 And he exercised all the power [over the nations] of the first beast before [in front of] him, and caused the earth and them which dwell therein to worship the first beast, whose deadly wound [on one head] was healed.

13 And he does great wonders, so that he makes fire come down from heaven on the earth in the sight of men, 14 and deceives them that dwell on the earth by the means of those miracles which he had power to do in the sight of the [first] beast; saying to them that dwell on the earth, that they should make an image [a copy] to the beast [not to just one of its heads], which had the wound by a sword, and did live – [the first beast in this chapter]

15 And he had power to give life to the image of the beast, that the image of the beast should both speak [and do], and cause that as many as would not worship the image of the beast should be killed.   

In verse 11 we are being told that the second beast eventually behaves like the first with all its power over the nations and becomes an important player (but not the controller) in world affairs, and then acts a great part in healing the wound which one of the heads had received (the revival of the Papal system).  In plain words, that means that the second must use the same political methods as the first and in this causes all its people to accept that this is the right way to govern, using force on others to protect its loyal citizens.

We are all in agreement that the second beast represents the United States of America which rose to worldly prominence after the Papacy lost its hold on the nations in 1798, and that it has introduced democracy to the people, but we may not have seen that it really wields a draconian system.  It had a “good” religion during the 1500’s in that the settlers believed in the separation of church and state, but they fell into that idolatrous union in the 1600’s and continued it when they set up the Constitution.  Since then every State in the United States has religious laws which favour the Christian religion.

Its constitution gives the illusion that the people are in charge, but the reality is that a select core of officials actually does what it pleases, while at the same time, it has to persuade the people that this way is right.   

Then, during, and after the healing of the Papal system, it will use (with Satan’s help), miracles and signs to convince the people that they need (want) to go back to the old system of the Papacy, the union of church and state.  Only this time it will be suggested that a combination of Protestantism, Catholicism and Spiritualism will be needed, so it will be a three-part system, not just a two-part one as before. 

That is the image.

And it will be with the full consent of the majority of the people, for it is written, “saying to them that dwell on the earth, that they should make an image to the beast”. 

It will not come into existence at the whim of one individual, not even a president of the United States (although one man may start the campaign for it) but it will eventually be at the request of the majority of the whole nation.  There will be dissenters at first, but they will get less and less as time goes by.

Here’s the time to re-read chapter 13:1-9 and see the image beast.

Revelation 13:

1 And I stood upon the sand of the sea [as a spectator], and saw a beast rise up out of the sea [many peoples], having seven heads [all the nations] and ten horns [all the religions], and upon his horns ten crowns, and upon his heads the name of blasphemy.

[The power has been moved from its heads to the horns of the beast,

Seven heads = world-wide governments, while ten horns = smaller powers e.g. world-wide religions.]

2 And the beast which I saw was like to a leopard [in its body], and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.

[This is in the reverse order to Daniel 7:1-7, so it is different.

This time the animal descriptions are not complete states, but are portions of a larger world-wide group known as “the beast”,

containing the Greek philosophy of the immortality of the soul, the ruthlessness of the Persians in forcing its views on others, and the Babylonian way of double-speak, a religion of church and state.  And behind these attributes is the power of Satan in the Roman lifestyle –

in a worddemocracy.]

3 And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after [were amazed at] the beast. 4 And [by doing this] they worshipped the dragon which gave power to the beast: and they worshipped the beast, saying, “Who is like to the beast?  Who is able to make war with him?”

[There will be a very strong blow given to this amalgamation,

but it will soon recover from it, and come back "like a whirlwind". Consider Daniel 11:40.]

5 And there was given to him a mouth speaking great things and blasphemies; and power was given to him to continue forty and two months [literally three and one half years from the recovery].

[Revelation 17:12-17:

12 And the ten horns [on this beast] which you saw are ten kings, which have received no kingdom as yet; but receive power as kings one hour [a short period] with the beast [in the last days].

13 These have one mind [a common purpose], and shall give their power and strength to the beast. 14 These shall make war with the Lamb, and the Lamb shall overcome them [through His people]: for He is LORD of lords, and King of kings: and they that are with Him are [specially] called, and chosen, and faithful [having their Father’s name written in their foreheads] . . .

16 And [when they realise that they have been fooled] the ten horns which you saw upon the beast, these shall [eventually come to] hate the whore [the original false religion], and shall make her desolate and naked, and shall eat her flesh, and burn her with fire. 17 For God has put in their hearts to fulfil His will, and to agree, and give their kingdom to the beast, until the words of God [the prophecy] shall be fulfilled.]

6 And [during that time] he [the image of the first beast] opened his mouth [and began to talk] in blasphemy against God [particularly His position as law-maker], to blaspheme His name [character], and His [heavenly] tabernacle, and them that dwell in heaven. [He does this four different times - with four religious laws.]

[Blasphemy is the act of insulting or showing contempt or lack of reverence for God, to religious or holy persons or things, or toward something considered sacred or inviolable. Some religions consider blasphemy as a religious crime.]

7 And [then] it was given to him to make war [an action] with the saints [the fifth attempt], and to overcome them [apparently, like at the crucifixion]: and power was given him over all kindreds, and tongues, and nations [by their choice]. 8 And all that dwell upon the earth shall worship him, whose names are not written in the Book of Life of the Lamb slain from the foundation of the world. [There will be a remnant.]

9 If any man have an ear, let him hear. 10 He that leads into captivity shall go into captivity: he that kills with the sword must be killed with the sword. 

[God’s people will not fight back.]

Under the symbols of a great red dragon, a leopardlike beast, and a beast with lamblike horns, the earthly governments which would especially engage in trampling upon God's law and persecuting His people [through their religions], were presented to John. The war is carried on till the close of time. The people of God, symbolized by a holy woman and her children, were represented as greatly in the minority. In the last days only a remnant still existed. Of these John speaks as they "which keep the commandments of God, and have the testimony of Jesus Christ" (ST Nov. 1, 1899).

In the seventeenth of Revelation is foretold the destruction of all the churches who corrupt themselves by idolatrous devotion to the service of the papacy, those who have drunk of the wine of the wrath of her fornication. (Revelation 17:1-4 quoted.) 

Thus is represented the papal power, which with all deceivableness of unrighteousness, by outside attraction and gorgeous display, deceives all nations; promising them, as did Satan our first parents, all good to those who receive its mark, and all harm to those who oppose its fallacies. The power which has the deepest inward corruption will make the greatest display, and will clothe itself with the most elaborate signs of power. The Bible plainly declares that this covers a corrupt and deceiving wickedness. "Upon her forehead was a name written, Mystery, Babylon the Great, The Mother of Harlots and Abominations of the Earth." 

What is it that gives its kingdom to this power? Protestantism [which is one of the ten] a power which, while professing to have the temper and spirit of a lamb and to be allied to Heaven, speaks with the voice of a dragon. It is moved by a power from beneath (Letter 232, 1899).

(Revelation 17:13, 14 quoted.) "These have one mind." There will be a universal bond of union, one great harmony, a confederacy of Satan's forces. "And shall give their power and strength unto the beast." Thus is manifested the same arbitrary, oppressive power against religious liberty, freedom to worship God according to the dictates of conscience, as was manifested by the papacy, when in the past it persecuted those who dared to refuse to conform with the religious rites and ceremonies of Romanism. 

In the warfare to be waged in the last days there will be united, in opposition to God's people, all the corrupt powers that have apostatized from allegiance to the law of Jehovah [all the religions of the world]. In this warfare the Sabbath of the fourth commandment will be the great point at issue; for in the Sabbath commandment the great Lawgiver identifies Himself as the Creator of the heavens and the earth (MS 24, 1891). 

This combination will spread to all the world, to every tongue, nation and people (including the Muslims and other non-Christian religions) for they will all want it to be able to subdue what they see as intolerable evil – Sabbath-keeping Christians!  (Just as the Pharisees saw Christ as an intolerable evil – One who threatened their very existence.)

47 Then gathered the chief priests and the Pharisees a council, and said, “What do we?  For this man does many miracles [good works]. 48   If we let him thus alone, all men will believe on Him: and the Romans shall come and take away both our place and nation”.

49 And one of them, named Caiaphas, being the high priest that same year, said to them, “You know nothing at all, 50 nor consider that it is expedient for us, that one man should die for the people, and that the whole nation perish not”.

51 And this spoke he not of [by] himself: but being high priest that year, he prophesied [by the Spirit’s direction] that Jesus should die for that nation; 52 and not for that nation only, but that also He should gather together in one the children of God that were scattered abroad [amongst the Gentiles].  

53 Then from that day forth they took counsel together for to put Him to death.

GC 640.1} 

The enemies of God's law, from the ministers down to the least among them, have a new conception of truth and duty. Too late they see that the Sabbath of the fourth commandment is the seal of the living God. Too late they see the true nature of their spurious sabbath and the sandy foundation upon which they have been building.

They find that they have been fighting against God.

Religious teachers have led souls to perdition while professing to guide them to the gates of Paradise. Not until the day of final accounts will it be known how great is the responsibility of men in holy office and how terrible are the results of their unfaithfulness. Only in eternity can we rightly estimate the loss of a single soul. Fearful will be the doom of him to whom God shall say: Depart, thou wicked servant.

{GC 654.1 - 656.1} 

When the voice of God turns the captivity of His people, there is a terrible awakening of those who have lost all in the great conflict of life . . .

{GC 654.2} 

The wicked are filled with regret, not because of their sinful neglect of God and their fellow men, but because God has conquered. They lament that the result is what it is; but they do not repent of their wickedness. They would leave no means untried to conquer if they could . . .

{GC 654.4}

The minister who has sacrificed truth to gain the favor of men now discerns the character and influence of his teachings. It is apparent that the omniscient eye was following him as he stood in the desk, as he walked the streets, as he mingled with men in the various scenes of life. Every emotion of the soul, every line written, every word uttered, every act that led men to rest in a refuge of falsehood, has been scattering seed; and now, in the wretched, lost souls around him, he beholds the harvest. 

{GC 655.1} 

Saith the Lord: “They have healed the hurt of the daughter of My people slightly, saying, Peace, peace; when there is no peace.” “With lies ye have made the heart of the righteous sad, whom I have not made sad; and strengthened the hands of the wicked, that he should not return from his wicked way, by promising him life.” Jeremiah 8:11; Ezekiel 13:22. 

{GC 655.2} 

“Woe be unto the pastors that destroy and scatter the sheep of My pasture! . . . Behold, I will visit upon you the evil of your doings.” “Howl, ye shepherds, and cry; and wallow yourselves in the ashes, ye principal of the flock: for your days for slaughter and of your dispersions are accomplished; . . . and the shepherds shall have no way to flee, nor the principal of the flock to escape.” Jeremiah 23:1, 2; 25:34, 35, margin.

Ministers and people see that they have not sustained the right relation to God. They see that they have rebelled against the Author of all just and righteous law. The setting aside of the divine precepts gave rise to thousands of springs of evil, discord, hatred, iniquity, until the earth became one vast field of strife, one sink of corruption. This is the view that now appears to those who rejected truth and chose to cherish error.

No language can express the longing which the disobedient and disloyal feel for that which they have lost forever--eternal life. Men whom the world has worshiped for their talents and eloquence now see these things in their true light. They realize what they have forfeited by transgression, and they fall at the feet of those whose fidelity they have despised and derided, and confess that God has loved them. 

{GC 655.4} 

The people see that they have been deluded.

They accuse one another of having led them to destruction; but all unite in heaping their bitterest condemnation upon the ministers.

Unfaithful pastors have prophesied smooth things; they have led their hearers to make void the law of God and to persecute those who would keep it holy. Now, in their despair, these teachers confess before the world their work of deception. The multitudes are filled with fury. “We are lost!” they cry, “and you are the cause of our ruin;” and they turn upon the false shepherds. The very ones that once admired them most will pronounce the most dreadful curses upon them. The very hands that once crowned them with laurels will be raised for their destruction.

The swords which were to slay God's people are now employed to destroy their enemies. Everywhere there is strife and bloodshed. 

{GC 656.1} 

“A noise shall come even to the ends of the earth; for the Lord hath a controversy with the nations, He will plead with all flesh; He will give them that are wicked to the sword.” Jeremiah 25:31.

 For six thousand years the great controversy has been in progress; the Son of God and His heavenly messengers have been in conflict with the power of the evil one, to warn, enlighten, and save the children of men. Now all have made their decisions; the wicked have fully united with Satan in his warfare against God. The time has come for God to vindicate the authority of His downtrodden law.

 Now the controversy is not alone with Satan, but with men. “The Lord hath a controversy with the nations;” “He will give them that are wicked to the sword.”

Conclusion:

It is this new image of the beast that will require worship on Sunday and eventually pass the death decree on the dissenters.

But because the beast is best described by its heads, we need to see that the present “head” or “controller” of the world (the 6th), will need to give way to the 7th (radical Protestantism) which will then shortly pass its mantle on to the 8th head, which is the combined forces of the devil, religions and states, all over the world – Catholicism, Protestantism and Spiritualism!!    

Then the horns will be in control!

After progressing steadily through the Book of the Future from Revelation chapter 6:1 to chapter 10 where the Son of God comes with the open book of Daniel (1840-44) and we are told that we must give another warning to the world (the loud cry, verse 11), why does The Revelation suddenly go back in history in chapter 11 and describe the French Revolution of 1793 – 1796, and then mention “the last trump” which heralds the Second Coming in verse 15? 

We have been told that Revelation 12 starts a new line of prophecy. 

“The line of prophecy in which these symbols are found begins with Revelation 12, with the dragon that sought to destroy Christ at His birth” {GC438.2}. 

So this means that chapter 11 is the END of a line of prophecy.  Maybe this knowledge will help us unravel the mystery ?
